Everyday, the Office of City Mayor Marlyn Alonte-Naguiat is thronged with her distraught constituents who constantly worry over the rising cost of hospitalization and healthcare. One of them is Erlinda who sits motionless as she waits for her HAPI card to be released. A few days earlier, she rushed her husband Rene who sustained a stab wound in the stomach when he was attacked by still unidentified assailants right in front of their house in Brgy. Malaban. While her husband was already pronounced out of danger, Erlinda continues to worry about the medical bills that needs to be paid.
Like Erlinda, thousands of Biñanenses are always faced with the rising costs of medicines and hospitalization. Without any form of assistance, poor Biñanenses are left to fend for themselves. Fortunately, the Health Assistance Program for Indigent Families (HAPI), a public health service program of City Mayor Marlyn Alonte-Naguiat, has made it possible for city residents to enjoy the benefits provided by the HAPI Card program.
According to Mayor Len, more and more Biñanenses are able to enjoy the free medical benefits of the HAPI Card. She pointed out that under this program, all HAPI Card recipients are entitled to a wide range of medical assistance package that includes free medicines, doctor’s services (particularly surgeon and anesthesiologist), room and board, plus food, and laboratory and operating room fees.
Patients who avail of the HAPI Card benefits can enjoy as much as P200/day on room and board plus food for every day of confinement. In ordinary cases, recipients can also enjoy as much as P3,000 worth of benefits that cover drugs and medicines (P1500), laboratory (P850), and doctor’s fee (P1,000). For intensive or catastrophic cases, patients can avail as much as P4,700 that includes drugs and medicines, laboratory and doctor’s fees.
Since its inception in 2007, the HAPI Card program has already delivered free medical benefits to thousands of Biñanenses with a variety of medical problems and conditions. To date, there are over 30,000 HAPI Card recipients in Biñan. The HAPI Card is honored at the following: Ospital ng Biñan, Biñan Doctor’s Hospital, and University of Perpetual Help –Dr. Jose G. Tamayo Medical Center.
